Taxonomy

Every document is tagged against a governed vocabulary — the tagger may only use the tags below, never invent new ones. Industry / asset / purpose / technology tags are assigned by an LLM and each carries a verbatim evidence span quoted from the source text; geography is never LLM-tagged — it is derived deterministically from the source domain so province attribution stays auditable. When the tagger believes the vocabulary is missing a concept, the proposal lands in a human review queue instead of being applied.

Purpose is multi-tag — “touches, not dominant-only”: a document gets every obligation type it sets up (a licensing rule that also opens a comment window carries both). Obligations bind; penalty and enforcement-action are precedent signals; incentive and guidance are opportunities, never duties.
